"We put nearly one billion dollars of new spending, over and above the last biennial budget, in this budget, one billion dollars. We’re asking just for a portion of that, to be able to ramp down that increase in new spending. We’re not really cutting anything. We’re slowing the increase of spending down. It’s much different than the projections and the forecasts and sort of the hand ringing that I see going on from a lot of different sectors. "
