- Dr. Summer Stephens, Superintendent, Churchill County School District, talks about approaching learning for every child through competency-based learning, saying the state legislature, Department of Education, state school board and other districts are in support. She later explains there will be legislation that will come out about districts of innovation, which will let local school boards allow schools and the whole district to put a pause on the old way in order to try different things.
