"I talked to Mayor Bloomberg yesterday morning for about a half hour on it. He is so excited about it. He’s put nearly four hundred of his schools in New York City into this Empowerment program. It gives parents choice of schools. It gives the teachers and principals the ability to control not just the curriculum for these students but the budgets for the school and it gives the teachers pay for performance based on meaningful standards by which they can be measured. "
