"That decision to build the freeway, where we’re building it today, was certainty not an engineering decision, it was a political decision and it was made over 20 years ago. In the past 20 years we’ve made investments in right of way, engineering so we couldn’t back away from that project. We have a similar project in Southern Nevada, the Boulder City bypass. Where we could have gone in and done a less expensive alternative alignment or construction of a bypass around town but the residents there, because of their quality of life and concern about the impacts, wanted an alternative that is further south of town, it’s gonna cost us more money. "
