"I believe, in regard to breaking up the district, if in fact there was clear evidence that student achievement can be improved and there’s a recognized cost, whatever that might be, and I don’t think there’s any question there would be increased cost and the public’s willing to pay that and we don’t have these economic have and have not school districts. Then I think the public should have the right to make that decision, do they want smaller school districts "
