"It was our idea to change it into a golf course. It was a crime infested area where there was a lot of drug dealing. According to the Las Vegas Metropolitan Police Department it was the highest crime area in Las Vegas. We approached the city with the idea of doing a public private partnership converting it from a park that was full of vagrants and drug dealers to a golf course. They liked the idea and they put out a request for proposal which we submitted a bid, and we were the only people that submitted a bid and we were given the opportunity to develop it. "
